In September it starts. Covenant Health Ministry-meetings and trade unions. And ... - Daily Health

August 12 – “ I Have a Dream” : in September will be activated workgroups Ministry of Health and the regions on the agenda issues the new Pact for Health and September will also be scheduled to run the meetings with the trade unions in the health sector, including senior management, on specific issues, according to the commitments made by the Minister Lorenzin with the same unions in recent meetings.

It would certainly be desirable and most appropriate that the coincidence of these two facts can be exploited to create an event which, in my memory, was never realized: to involve, as active subjects and not as informed, the realization the new Pact for Health not only the State and the Regions but also “producers of health” that is, the union representatives and why not also the operators’ business of the NHS, public and private employees, with employment contract and relationship wor k agreement.
The reasons for this are various opportunity and all valid: the first is the finding that innovative change processes that the new Pact for Health wants to turn to defend, consolidate, and if it was possible to extend the capacity of the NHS in its public responsibility for the protection of individual and collective health, they need to be implemented with the understanding, sharing and involvement of stakeholders in First healthcare professionals, who must daily schedule them, implement them, monitor them and check their effects.
The second is the realization that the human resource professional and is the main and central actor in the provision of services rendered citizens by the National Health Service, human resource consists in the majority over 30 professional profiles graduates, all characterized by a specific and autonomous sphere of action: it is, therefore, impossible not to take this into account and with it their n umerous trade unions and professional.
The third is the need of the same system to initiate a thorough change in the organization of work in many areas of the country stops to models before Law 833/78 and still dated, that is functional to ‘ evolution of science, technology and law and the training of the operators and operators: the hospital for intensive care to primary care in the territory of present 24 hours, implementations of the skills of health professionals to the enhancement of the professional career and not just the management of medical management and health care, are some of the priorities that the same design but also its realization, and shared conviction, can not have progress without comparison and the active participation of the subjects that this change will not only recipients but the protagonists.
The history of the National Health Service, the dissolution of the previous system to the mutual defense and maintenance of its system feat ures universal, public, and solidarity have seen at ringside unions, orders, colleges and representative professional associations: this wealth of ideas and innovative commitment to professional and occupational bring forth the most of its potential and capacity for reform should have the opportunity to develop into a scenario unitary and unifying that exceeds the usual methods and rituals of bargaining, which may still have a meaning and is valid when you address issues purely contractual and categorical, but they are insufficient for the creation of a strategic system.
The anticipated participation of representatives of trade unions and professional staff SSN to the design and implementation of the Pact for Health should not, in my opinion, influenced, in the three canonical locations and negotiating ie the area of ??personnel to the Convention (GP, PLS, Outpatient etc.) that the leaderships (and medico.veterinaria SPTA) and the Fund, but because of the interdependen ce, interaction and integration of all three functional areas should be developed in a single table with the Ministry and the Regions, without taking anything away from specific moments later but which would subsequently be traced back to the discussion table unitary and unifying.
It ‘almost banal to say that we can not treat the creation of primary care in the 24 hours only with the representatives of the staff of the organization or arrangement hospital for intensive care and implementation of the skills of health care professionals only with the trade unions of the sector because of the obvious implications of the first plays with the staff and management of the sector at an employment relationship which will help to achieve it and the second the fact that the leadership of these innovations and medical care is not a spectator but the co-star.
Hoping that this does not remain a dream midsummer, the start of a unitary and unifying table comparison with th e trade unions, the most representative, all without exception, that is able to give life to an understanding with the Ministry of Health and the regions on the contents of the new Pact for Health can be truly not only the good news of an Executive exceeds the age of the fences and the opposition in all fields, but the opportunity to bring all the protagonism active and positive, with the need to weave and integrate the professional knowledge, that the hundreds of thousands of professionals and caregivers will be possible for the protection, maintenance and, hopefully, the strengthening and revitalization of our National Health Service.
