January 16 – E ‘resumed the debate on the new Pact for Health. The biggest risk is that it is reduced to “administer” the cuts adopted in recent years. When signals are used instead of change to secure the NHS and therefore the rights of people. To begin with, as the first act prior to the debate on the Covenant, the Government should formally propose the allocation of funding in 2014 with the additional two billion, as previously announced, in order to avoid the new ticket.
But foresight ( and courage) you would like to discuss it, seriously, how to overcome the ticket. With an exit strategy became necessary in front of millions of people who give up caring for the excessive weight of the partnership. In recent years the tickets have gone up and, instead of helping appropriateness, generated inequities and distortions, encouraging private consumption, or waivers. And always ensuring less revenue than expected (including due to the high costs to administer them), so that progressively compensate for the excess would be an impossible task.
The Pact should take care of how you can restore all the country the right to protection of health and quality healthcare. A right that is not today not guaranteed to all citizens, especially in some regions. It has created a gap and a fragmentation ranging assaulted by appropriate means, of a constitutional right to comply with the obligation to ensure the essential levels of assistance throughout the country. It is not easy to propose battles for the reconstruction of the rights and the NHS when the storm cuts looming. But there is no alternative, should be done both things: you have to associate the struggle for adequate funding to welfare than for the redevelopment of services. Just so you can keep the role, irreplaceable, the NHS public and universal.
To this must be supported in all regions, a reorganization of services based on the appropriateness: to change the logic repayment plans, but to do even in the more virtuous.
In this sense, a priority of the Covenant, for us, is the reorganization assistance in the territory. Health centers / health houses that offer (see document) meet the growing needs of the people. Now chronic diseases, and self-sufficiency that often accompanies them, are considered by the WHO epidemic of our century. Require more primary care h24 and initiative, more prevention, more integration between health and social services. And this is also indispensable alternative to the reorganization of the hospital network. That’s why the renewal of the so-called “conventions” for primary care is an opportunity that must not be wasted and that goes some way connected to the Covenant Health.
We know that to create this network of centers / Case 24 h of health across the country serve initial investment, it seems to start up in business plans. For this reason, we proposed to also unlock some of the funds that the regions are waiting for years (several billion “frozen” at the MEF), which therefore does not directly impact on budget balances and which would be bound to the reorganization. It should make these choices, and quickly: where he invested in local services has proven that you get benefits on fiscal consolidation and quality of care to its citizens. Even so it secures the right to health. The pact would have a “new” if it decides to start in earnest this reorganization, which shifts the center of gravity assistance in the territory and for the integration of social and health care.
Knowing that a true reorganization is can only valuing the business, overcoming insecurity, the dumping between sectors and occupations and maintaining employment levels. Therefore it needs to be unlocked bargaining with the unions in the industry.
We have said many times, the interventions of social and health protection are an excellent investment. They can ensure the rights and well-being, create quality jobs. In particular, personal services, where the demand is constantly increasing and where there is a gap of jobs to be recovered compared to other European countries, which are employed for the same expenditure per capita in welfare superior to ours. So it helps our country to grow and improve. And you claim that it was the public and universal model to ensure a more appropriate government spending, while also contributing to the consolidation of public finances. Contrary to misguided privatizations that distort and eventually they grow overall spending, as taught by the story of the American health
.
But if the Pact for Health wants to get out of logic “defensive” and must be corporate built with a new method, which allows broad participation. The issues that must be addressed not only matter for experts, all relate to.
